FINTRAC MSB Registration Process in 2026

FINTRAC's current MSB registration process begins with a pre-registration request. A FINTRAC officer then provides the registration form and instructions for the secure submission of the completed form and supporting records.

The process is not a single online application and it is not a government licence. A credible submission connects the company, ownership, services, locations, expected volumes and compliance arrangements to one consistent operating model.

This guide follows the current public FINTRAC process and explains the preparation work that should happen before each regulatory step.

Step 1: Confirm the business and registration route

Before sending a pre-registration request, confirm which entity will provide the covered services and whether it has a genuine place of business in Canada. The MSB or FMSB category follows the operating facts, not the founder's nationality or a preferred marketing label.

Map the customer journey and flow of value for each service. Identify the contracting entity, Canadian locations, agents, compliance officer, owners and people responsible for management. This gives the application a stable factual base.

Step 2: Submit the pre-registration request

FINTRAC instructs businesses to complete its pre-registration form. The request starts the regulatory record and provides the contact details FINTRAC will use during the process.

Use exact legal names and an authorized contact. The proposed services and expected operating date should reflect the current plan. Keep a dated copy of the request so later documents can be reconciled with the information already provided.

Step 3: Prepare the registration form and evidence

FINTRAC's registration form asks for information about the bank account where applicable, compliance officer, employees, incorporation, owners and senior management, annual transaction values, locations, agents and mandataries.

Supporting evidence includes recent criminal record checks for specified leaders and owners, translations where required, and documents confirming the entity's existence, governance, ownership and control. The people in scope should be confirmed before checks are ordered.

Step 4: Submit through the secure method FINTRAC provides

The completed form and supporting documents are submitted using the secure method specified by the FINTRAC officer. FINTRAC states that its Secure Document Transfer System link expires within 15 days. Prepare and quality-check the complete package before the link is used.

FINTRAC accepts complete applications only. An incomplete application can be closed and require a new submission. Compare the form against the corporate records and compliance materials, then retain a clear copy of every submitted document and the submission date.

Step 5: Answer any clarification request

FINTRAC may request clarification when information is missing, incomplete or inconsistent. A clarification is not automatically a refusal. It is a request to make the regulatory record complete and accurate.

FINTRAC's current guidance gives 30 days to respond. Answer the question directly and within that period. If a fact changed, explain the change and update every affected document. Failure to answer on time can lead to delay, denial or revocation.

Step 6: Move from registration into operations

After review, FINTRAC may issue a registration notice and number, request clarification, or provide reasons for a denial. Registration confirms the federal registration status. It does not constitute a licence, endorsement or guarantee of banking.

The business must then keep its registration information current, implement the compliance program, train relevant people, maintain records, submit prescribed reports and renew before expiry. The project is complete only when the documented controls can operate in practice.
