What Does a Canadian MSB Setup Cost?
There is no single government price for setting up a Canadian MSB. FINTRAC does not charge an MSB registration fee, but a credible project still requires corporate, registration, compliance and implementation work.
The cost depends on what already exists and how complex the intended business is. This guide separates the main cost categories so founders can compare proposals on scope rather than on one headline number.
Ask whether a quote covers preparation only or also leaves the company ready to implement the compliance controls. Clear assumptions are important. If the service model, ownership or jurisdictions change after pricing, the workload can change as well, and that should be addressed before work expands.
FINTRAC does not charge a registration fee
FINTRAC states that there is no fee to register a money services business. That means a professional quote is not a payment for a government registration number. It is payment for assessing, preparing and supporting the work around the application and compliance setup.
Be cautious when a proposal describes a large amount as a government fee without identifying the official charge. External costs can still apply, including incorporation, record checks, translations, professional advice and technology, but they should be separated from the MSB Desk professional fee.

Professional preparation costs
Professional fees normally reflect the work required to understand the services, prepare consistent registration information, build the AML/ATF compliance program and support agreed clarification requests. A business with a settled model and simple ownership is easier to scope than one still deciding who will handle funds or which countries it will serve.
Compare deliverables. A low price that covers only form entry is not equivalent to a project that includes the business risk assessment, policies, training framework and implementation checklist needed for ongoing compliance.

Company-formation costs
If a suitable Canadian company already exists, formation may not be needed. Its ownership, directors, place of business and intended role still need review. If a new entity is required, the project includes incorporation and core corporate records, while government filing and other external charges may be separate.
Complex ownership increases the amount of corporate and regulatory work. Several shareholder entities, nominee arrangements or a late restructuring can require more records, more criminal record checks and a longer ownership explanation.

Compliance-program cost depends on the real operation
The compliance program is not priced by page count. It should explain how the MSB identifies customers, assesses risk, keeps records, detects reportable activity, trains relevant people and tests effectiveness. More services, delivery channels and higher-risk markets create more scenarios and controls to document.
Generic templates may appear cheaper, but they often shift the work back to the founder. If the procedures do not match the platform, team and flow of funds, they still need to be rewritten before they can guide operations.

Virtual currency and additional activity complexity
Virtual currency work usually requires specific treatment of wallet flows, custody or control, blockchain analytics, transaction monitoring and travel-rule or recordkeeping scenarios where applicable. Combining fiat and virtual-currency routes can create several distinct customer and transaction journeys.

External and ongoing operating costs
The initial project fee is not the entire cost of operating an MSB. Budget separately for staff, record checks, translations, technology, identity verification, transaction monitoring, reporting tools, legal or tax advice, banking and the required effectiveness review.
Some payment models may also fall under the Retail Payment Activities Act and require separate Bank of Canada assessment or registration. This is not included in the core Canadian MSB scope and should not be hidden inside an MSB estimate.

What the MSB Desk price includes
MSB Desk projects start at €14,900 for an existing suitable Canadian company with a standard defined service scope. Company formation adds €3,000. Virtual-currency activity adds €1,500 once, and more than two concrete activities add €750 per additional activity.
